The Swellpro Waterproof Barometric Membrane for Fisherman FD3/FD1+/SD4+ Drone is a genuine waterproof breathing membrane for the Swellpro FD3, FD1 and SD4. This vented seal lets the flight controller sense air pressure for steady altitude hold while keeping water out of the body.

It is a service part. Replace it if it is damaged or after heavy use so the drone stays sealed and flies level.
