ANPR for Private Roads, Farms and Gated Sites: What Number-Plate Cameras Can and Can't Do

ANPR used to be motorway kit. Now the same technology guards farm drives, private roads and gated developments — quietly logging every vehicle in and out, opening the barrier for the people who belong and flagging the ones who don't. For rural sites in particular it fills a real gap: vehicles are how rural crime arrives and leaves, and a camera that reads plates turns "a white van was about" into a registration, a timestamp and a direction of travel. But ANPR on private land is also widely misunderstood — oversold by some, feared by others. This guide is the plain-English version: what a number-plate camera genuinely does well on a private road, farm or gated site, what it can't do, where to put it, and how to stay on the right side of UK GDPR while you do it. What ANPR actually does on private land A dedicated ANPR camera is a specialist: high shutter speed to freeze a moving plate, infra-red tuned to a retroreflective surface, and on-board or platform OCR that turns the image into text. On a private site that gives you four genuinely useful capabilities: A complete vehicle log. Every plate, timestamped, with direction — an automatic gate book for a farm drive or estate road. When diesel goes missing or a barn is emptied, you're searching a list, not scrolling footage. Whitelist access control. Link the camera to a barrier or gate and it lifts for residents, staff and regulars, and stays down for everyone else. No fobs to lose, no codes to share. Watchlist alerts. Plates you've flagged — a vehicle seen loitering before a theft, a banned ex-contractor, a repeat fly-tipper — trigger an alert the moment they turn in, day or night. Evidence that stands up. A clean plate read with a timestamp is exactly what police and insurers ask for after rural theft, and it's the piece ordinary overview CCTV most often fails to deliver. The same reads also answer quieter questions: how often the track is really used, whether "cut-through" traffic on a private road is real, and which vehicles were on site the night something happened. What ANPR can't do — the honest list It can't tell you who owns the vehicle. DVLA keeper details are not available to private individuals on demand — plate-to-person lookups are for the police and for organisations with lawful grounds. Your camera gives you the registration; identifying the keeper is a job for the officers you hand it to. It doesn't physically stop anyone. A plate read is information, not a barrier. Deterrence comes from visible cameras and signage; prevention comes from gates, and determined intruders defeat both. It reads plates, not intentions — or faces. ANPR identifies a vehicle. It won't tell you who was driving, and a cloned or missing plate defeats it entirely — which is why serious sites pair an ANPR lane camera with an overview camera that captures the whole vehicle and scene. It only reads what it can see. Geometry is unforgiving: the camera needs the plate roughly head-on (within about 30°), enough pixels across it, and usable light or IR. Placement on private roads and farm drives Private sites have one enormous advantage over public roads: you control the pinch point. Every vehicle must pass the gate, the cattle grid or the bridge, usually slowly. Put the ANPR camera there — framed on the lane at plate height, not surveying the scenery — and one camera covers the entire site's vehicle movements. Add a second head facing the other way if you want entries and exits separately, and keep an overview camera alongside for context footage. The GDPR bit: private land doesn't mean private rules A number plate can identify a living person, so ANPR reads are personal data — and once your camera covers anything beyond your own purely domestic property (a shared private road, a farm business, a gated development's entrance), UK GDPR applies to what you capture. None of this is a reason not to run ANPR; it's a reason to run it deliberately: Have a purpose and write it down — "preventing and detecting crime on this site" is a legitimate one; "seeing what the neighbours are up to" is not. Sign it. Clear signage saying ANPR/CCTV is in operation, who runs it and how to contact them is the baseline expectation — and most of the deterrent value besides. Point it at your problem, not the highway. Frame the camera on your gateway and your land. Capturing every passer-by on the public road invites complaints you don't need. Don't hoard reads. Keep plate data only as long as your purpose needs — weeks, not years — and be ready to answer if someone asks what you hold on their vehicle. Shared sites need a named owner. On a private road or gated development, agree who is responsible for the system and the data before it goes up, not after the first dispute.
